Subj: UNITED FOOTBALL LEAGUE GAME PLAY AND SPORTSMANSHIP RULES Ref:
(a) UFL COLLECTIVE BARGAINING AGREEMENT (2014-2015)
1. PURPOSE.
This Constitution is designed to define the game play and sportsmanship rules of the United Football League.
2. ACTION.
League Commissioner and league members shall ensure that the provisions of this Constitution are followed.
3. DISCUSSION.
a. Guidelines. The success of the UFL can be attributed to it's members. We are on our way to becoming an exclusive league in the madden community. The UFL is not like other leagues you've been associated with in the past. We require a high level of activity from our owners but for those that can't keep up we understand that this league is not for everybody.
b. Violations. Violations of the rules and regulations may result in the removal of the owner from the franchise. The league office will conduct an investigation and identify if a rule was violated. The Commissioner will determine the penalty and particular player(s) to be suspended.
c. Punishment. Members in violation of league rules will be held accountable. Penalized members are required to remain in good standing with the league by releasing a public statement, remaining active, and complying with the Constitution. Violations of the rules and regulations may result in the removal of the owner from the franchise.
d. Vacations and Extended Absences. If you are going to be unable to your scheduled league games for any extended period of time, be sure to contact the Commissioner regarding your absence and let us know when you expect to return. Undoubtedly emergencies will occur, and these situations will be handled on a case by case basis. If you decide to take a "break" or leave the league for any other reason other than "personal" there is no guarantee that you will be allowed to rejoin league.
e. Team Owner Activity. Participation in the league is required of all team owners that wish to be a part of the UFL. That includes but not limited to, communicating with weekly opponents, posting recaps, creating video blogs on YouTube or xbox one's Upload Studio, streaming games on twitch and listening listening to the UFL radio show. We go beyond the console and attempt to simulate the NFL. If your preference is to primarily focus on the console aspect of the game than this league is not for you. Violations of the rules and regulations may result in the removal of the owner from the franchise.
f. Current Members. The success of the league depends on it's current team owners. As a member of this league, you are expected to lead by example while mentoring new members and helping them achieve success in this league. Current members are expected to follow all rules. manage team, and stay in- compliance with roster requirements.
g. Streaming Live Games. Home Team broadcast each game. If the home team cannot stream, then the away team must broadcast.
h. Scheduling Game. We advance every 48 hours. The 1st 24 hours are used to coordinate with your opponent and get your game-in. If for some reason the game could not be played within the 1st 24 hours then submit an "extension request" with the time both teams have agreed to play. If there is not a set time agreed by both members, then the game is considered a "conflict of schedule" and will be simmed. Submit your extension request in the facebook group.
i. Playing Computer. Playing CPU is NOT ALLOWED!!! Will either be a force win or fair sim
4. GAME PLAY.
*Playbooks. Offensive/Defensive Playbook: Every default/stock playbook that’s on madden you can use. Custom playbooks however are BANNED!!! I’ll say it again so some don’t claim they didn’t know/see it/think the rules were outdated, Custom playbooks however are BANNED!!!
*Failure to Finish Match. Although it DOES NOT happen often, it is possible that you and your opponent may be disconnected from the game before your match is finished. Both owners MUST attempt to regain communication immediately after the disconnection. The following is guidance on how to proceed:
1. All games that go out before halftime replay from beginning, all games after halftime are directed to replay another game by getting the score, quarter, time to what it was prior to disconnection.
*Pausing. If your opponent pauses, don't immediately resume the game. Give your opponent some time. We all have non-madden responsibilities (wife, kids, etc) and/or emergencies that may need our attention. Set your audible prior to the game.
*4th Down Rule. You may go for it on 4th down only in the following situations:
1. When you are in the 4th quarter and you are losing.
2. Any time you are past your opponents 45, and it is 4th down and 2 yards or less.
*Fake Punt/FG- Can only be done when you are on or inside your opponents 50, and it is 4th down and 2 yards or less.
*Coaches Decision: Would give the Coach of any team the ability to make a one time opportunity to go for it on 4th down, fake FG, fake Punt, QB Sneak or onside kick when otherwise would not be authorized. Coaches Decision cannot be used by a team that is winning by two scores, for example: 1. Winning by 1 through 8 points 7 you are authorized to use the C.D.. 2. Winning by 9 or more you are not authorized to use C.D.. *Note: Team owner utilizing CD does not have to inform or "give a heads up" to opponent that CD will be used. However, it is a courtesy like informing opponent that you will be going for it on 4th down.
*Usering Defensive Lineman is allowed.
*Usering the blitzing Linebackers is NOT allowed.
*No Huddle/hurry up Offense. There is a time and place for the hurry up/no huddle offense. If you choose to use hurry up/no huddle offense you can use it during the two minute warning (2nd and 4th quarter). You also get 1 series a game maximum of 4 consecutive plays (meaning 4 in a row). If the defense call a timeout during your attempted no huddle you can no longer use it. Offense have the luxury of using it, so defense get the luxury of calling a timeout.
*Goal Line Offense and Defense is only to be used when it’s __ and Goal.
*Onside Kicks. Only authorized in the 4th quarter and you are losing or in cases when there is a blow-out (see blowout rule). They should be used only when the situation dictates.
*Blow-Outs. The 4th down rule, no huddle/hurry up offense rule, and onside kick rule is waived if you are losing by 17 points or more in the 2nd half. All rules are restored once the lead is achievable. Example: being down by 16 points in the 3rd quarter or to begin the 4th is achievable.
*Running the Score Up. If you are winning by 35 points please do not continue to try and score. Use good sportsmanship! I repeat, Use good sportsmanship! Running up the score vs. a human opponent to simply fatten up your season stats should be avoided at all costs. Blatantly running up the score will earn you a suspension and possible removal from the league.
*Padding Stats. If the lead is out of reach or you are blowing out your opponent don’t continue to keep getting yards or TDs and fattening your stats. Blatantly padding up your stats will earn you a suspension and possible removal from the league.
*Scrambling/Drop-backs. QBs are only allowed to drop back 5-10 yards during pass plays (except when under immediate duress by the defense). This rule is in place to prevent the popular tactic of dropping your QB deep to allow your WRs time to break free from defensive coverage. You should not maliciously call plays to scramble with your quarterback. Don't leave your opponent with the feeling that you are abusing the A.I. This is considered cheese.
*Mix-it-up! Use common sense, I really shouldn’t have to explain what that means.
*Moving players pre-snap. You are allowed to move 1 player pre-snap. Just remember Safeties can't come up further than your Middle Linebacker (unless it's a designed play like a Cover 3 where the SS comes up or a coverage shift (which is done with the Y button)) and Middle Linebackers can't come up to the line of scrimmage (unless it's a designed play like the Sugar Cover 3 Bluff (Sugar plays period (the blitzes, cover 2, etc.)) or a coverage shift (which is done with the Y button)).
*Quick Hiking. Do NOT hike the ball as soon as you come to the line of scrimmage. Give the defense time to get set.
*CPU assistance. Everybody must have Defensive Strafe, Heat Seeker, Ball Hawk and Defensive Switch Assist TURNED OFF!!!

5. TRANSACTIONS
Trades: During the offseason, each owner have unlimited trades. During the pre and regular season each owner only have 4 trades and sometimes Marlo may allow untimited trades after week 7. As always send trades to Marlo via P.M. for approval.
Proposing Trade. All trades must remain private until approved to avoid tampering by other teams. When trading please include the following information for a quicker review/approve process.
All parties are responsible for their salary caps and if trade causes the team cap issues that owner must deal with it. We will NOT have any cap bail outs.
Free Agency. Free Agency is open for all of the the regular season, you CAN NOT sign FAs during the playoffs if you are eliminated from the playoffs. Only FA signings allowed in the playoffs is injury replacements for the remaining teams.
*You CAN NOT cut a player who asking for too much money/make too much money with the intention of re-signing him to a cheaper/cap friendlier contract in the middle of the season. This can only be done if the player clear waivers (1 full Madden week) or in the off-season when the player will be available in the open market and his value can be assessed fairly. The big free agency period is during the off-season. This is usually when the high priced and high profile targets will be available for bidding. Please be very careful when negotiating contracts with free agents. Do not rush through this as you may accidentally enter too many zeros and offering a bench warmer a multi-million dollar contract.
Draft. Immediately following the Super Bowl, we will go into the off-season and prepare for the big draft day. The official draft will usually be scheduled to try and accommodate as many owners as possible.
Roster Requirements. All teams must have at least 2 QBs and 3 TEs in their active roster.
The Final Two Plan. As per the UFL Collective Bargaining Agreement, each of the two clubs that participated in the Super Bowl the prior league year shall not be permitted to negotiate any trades.
*As of 10/14/2014, whoever is champ and runner up in the last super bowl of that said Madden WILL be able to trade in the next Madden. The rule is the next year in that franchise, not in the new Madden.
