This suspension is for repeated violation of personnel matching rule.  Several defensive play calls of Quarters and other 3 man rushes in unnecessary situations.

Personnel Matching Rule
Defenses should for the most part match up personnel wise, other than situational football. Defenses do not have to be forced out of base sets due to personnel but they shouldn't be getting too much smaller than the offense. Like dime versus a base offense.

Matching up would be:
3-4 or nickel vs a Singleback Set or standard I formation 2 wr set
Or
3-4/ nickel/ dime vs a 3 wr set (this excludes dollar and dime 2-3-6 sets, unless 3rd down
