winning or losing doesn't exclude punishments the Oakland Raiders was really confusing the artificial intelligence with his running back motions especially out of the shotgun "Mesh where the running back motions to the far side of the field almost like a wide receiver,  overused used the mesh rb motion play at least 5 times, which personally most of the committee agreed was a abuse under rule section

so now it is you use that formation motion specifically out of the mesh shotgun continuously which the rules above would prohibit, but he motioned almost every other play  whether that be a running back or a wide receiver but mostly the running back, so not only did he arguably abuse the one player call where the logic of the AI get glitched but he would continuously motion to a non-realistic level, even if it wasn't that formation he was motioning at least every other play.

One might say in your rules it says you can motion, yes however because you can go for it on fourth down too, so for everything that we allow their stipulations to which scenarios we would allow said things. So not only was the motioning excessive but the formations became repetitively abusive
again.....
