we have to punish the Green Bay Packers although the committee  did not deem this to a serious given his first offense of the rules he was mistakenly using a running back as a running back in a formation manually.
This is okay if you have a position change requested and approved, however it is not if you are using the player and dual situations or duel roles.

Some people ask me why is this a rule if you can really do it in the NFL, and the answer is you can do it in the league as well as long as you don't manually switch it there are routes that are designed automatically for the running back to take advantage of his running or catching ability by   flankering on the end of the line similar to a T those routes are okay as they are not switching positions but just utilizing strategic formation, the reason this isn't a manual interchangeable position to running back or WR is we feel that a person would abuse this especially out of the backfield on those double assets so even though his logistics make sense he have to do it out of an automatic gun formation where it is a designated running back route for ask for a position change request.
