I believe the 2 out bunt rule should be abolished. If you have a player in the lineup whose sole purpose is to get on base via the bunt, it's unfair to take that bunt skill from the player just because his place in the lineup falls when there are 2 outs. I understand the 2 strike no bunt, because it bails out the offense at times. The two out no bunt rule is totally different. It takes a player's best attribute away from him and he now becomes a liability bat if he doesnt hit for contact.
