Reasoning:

Colts - The Colts want to beef up their WR core even more, we feel that Moncreif, Hudgens, and Hilton are all great players, but simply put ,4 is better than 3 great WRS and we are in win now mode.
With over 100 mil in cap space we can handle this contract and more.

Bengals - the bengals are trying to dump salaries, and Green is on the decline.  He isn't anywhere near the top on the team in receiving and we are planning to build for the future.
